Palms resort casino failed to prevent sex trafficking, lawsuit says | civil courts

A woman is suing an off-Strip hotel casino for failing to provide adequate security to prevent her from being sexually assaulted and trafficked.

According to the lawsuit filed Feb. 17 in Clark County District Court, the woman, identified as Jane Doe, is suing the former owners of the Palms casino hotel — Red Rock Resorts Inc., Station Casinos and PPII Holdings — for negligence for failing to intervene in her sexual abuse and sex trafficking that occurred when she was 9 years old.

Red Rock Resorts, which operates Station Casinos, could not immediately be reached for comment.

The lawsuit alleges Palms Place provided a room key to Dequincy Brass on Nov. 19, 2016, where he took the plaintiff and another underage girl to a room. Palms Place is a hotel apartment adjacent to the Palms casino hotel.

Brass was convicted by a jury in 2020 of 20 counts of sex-related allegations involving minors, including plaintiffs in the lawsuit. He was sentenced to 115 years to life, with the possibility of parole after 35 years.

His conviction was overturned in 2025 after appealing all the way to the Nevada Supreme Court for violation of his Sixth Amendment rights. Brass eventually entered an Alford plea to child abuse, neglect or endangerment and has since been released from the Nevada Department of Corrections.

According to the lawsuit, the two girls were sexually assaulted by Brass and he also threatened to kill them and harm their families if they told anyone about the abuse.

After the assault, Brass proceeded to check out and return her key to the front desk, while both girls were “visibly upset, crying and showing obvious signs of distress,” the lawsuit said.

“During this check-in and check-out process, there were no security personnel present in the lobby or at the elevators at Palms Place,” the lawsuit said.

This is despite casino staff and management being trained in how to prevent and identify human sex trafficking, sex trafficking of minors and sexual abuse, according to the lawsuit.

Also according to the lawsuit, Brass had stayed at the Palms and Palms Place on several occasions and “was provided room-rate indemnification.”

The plaintiff seeks general, compensatory and punitive damages in excess of $15,000; costs of past and future medical treatment; reasonable attorneys’ fees and costs; and any other relief the court deems reasonable.
